There’s like a bajillion things you have to sign, and send off for, and payments, cardholders, banking, enrolling and registering …
and that’s all before you even get there -__-
THEN you have to contact a GP, move all your stuff, get to know flatmates and co-students and lecturers and tutors …

The original series of pokémon first aired in 1997.
The second generation wasn’t around until 1999.
Despite this difference in time, toward the end of the pilot episode of pokémon, Ash witnesses a mysterious bird pokémon and his pokédex doesn’t include it.
This pokémon was clearly Ho-Oh.
Another second gen pokémon, donphan, appears at the start of the first movie which was released...
